تأسست الهيئة الملكية للجبيل وينبع بموجب مرسوم ملكي أصدره الملك خالد بن عبد العزيز آل سعود في 16 رمضان عام 1395هـ الموافق 21 سبتمبر عام 1975م. وجاء في المرسوم الملكي: (تُشكَّل هيئة ملكية لتنفيذ خطة التجهيزات الأساسية اللازمة لإعداد منطقتي الجبيل وينبع كمنطقتين صناعيتين ويكون لهذه الهيئة شخصية معنوية مستقلة). كما خُصصت للهيئة الملكية ميزانية مستقلة لتنفيذ أعمالها.

The Royal Commission for Jubail and Yanbu was established by Royal Decree issued by King Khalid bin Abdulaziz Al Saud on 16 Ramadan in 1395H corresponding to September 21, 1975. According to the Royal Decree: "A Royal Commission shall be formed to implement the infrastructure plan necessary for the preparation of the Jubail and Yanbu areas as two industrial zones. This body shall have an independent moral character." The Royal Commission has also been allocated an independent budget to carry out its work.

The Royal Commission for Jubail and Yanbu is a Saudi organization that was established as per a Royal Decree in 1975. Its main objective is the development of Jubail and Yanbu Industrial Cities. It was expanded to include Ras Al Khair Industrial City in 2009, and Jazan Economic City in 2015.
