وتضمنت الخطوات السبع؛ ضرورة امتلاك صك محدث من وزارة العدل أو عقد سكني، ثم إصدار قرار مساحي من خلال التعاقد مع مكتب هندسي مصنف لتقديم خدمات الرفع مساحيًا، يتبعها التعاقد مع مكتب هندسي مصمم "مصنف"، ثم التعاقد مع مكتب هندسي مشرف "مصنف" ثم التعاقد مع مقاول بناء "مصنف".
إلى جانب إصدار وثيقة التأمين ضد العيوب الخفية من خلال مقاول البناء عبر شركة التأمين، وإصدار الرخصة من خلال المكتب الهندسي المصمم عبر منصة بلدي.
وعن الخطوات ما قبل إصدار الرخصة؛ يجب اختيار خدمات الرخص الإنشائية عبر منصة بلدي، واختيار خدمة إصدار رخصة بناء وإدخال رقم وثيقة التأمين، وإرسال الطلب إلى المكتب الهندسي المصمم لإجراءات إصدار الرخص، بعد سداد الرسوم يتم إصدار رخصة بناء.
