هي لجان تشرف عليها مراكز التنمية الاجتماعية وتعمل على حث الأهالي وتشجيعهم على تكوينها لبحث الاحتياجات العامة لمناطقهم ومجتمعاتهم المحلية والعمل على تلبيتها من خلال برامج التنمية المتنوعة التي تقترحها اللجان ويسهم فيها أفراد المجتمع مادياً ومعنوياً.
